Michael Foote is the founder of Foote Environmental Law & Policy, LLC, a firm that works at the intersection of law, policy, and regulatory proceedings to produce positive environmental outcomes for local governments, environmental organizations, renewable energy companies, community groups, and trade organizations. He regularly appears before the Colorado Public Utilities Commission, the Air Quality Control Commission, and the Energy and Carbon Management Commission, as well as utilities commissions in other states. His litigation experience ranges from the Colorado Supreme Court to district courts across the state. Prior to private practice, Mr. Foote was a four-term state legislator focusing on energy policy and a prosecutor specializing in complex economic crimes.
Patricia Garcia-Nelson
Colorado Fossil Fuels Just Transition Advocate
Patricia Garcia-Nelson was born and raised in Greeley, where she has spent years fighting for cleaner air and healthier communities. Rooted in a multigenerational family legacy of agricultural fieldwork, including family members who came to the U.S. through the Bracero Program, Patricia brings both personal and professional passion to environmental justice. She works alongside Latino and disproportionately impacted communities at the Colorado Air Quality Control Commission (AQCC), Energy and Carbon Management Commission (ECMC), the Public Utilities Commission (PUC), in the Colorado legislature, and in the field, advocating for policies that protect workers, families, and the places we call home.
With over ten years of professional translation experience, she helps ensure that Colorado's Spanish-speaking communities have access to information and a voice in the decisions that affect their health and futures. She now works for GreenLatinos as the Colorado Fossil Fuels Just Transition Advocate.
Aliria Bello
Community Development Specialist with Larimer County & CSU Extension
Aliria Bello is originally from Venezuela and has called Colorado home for 20 years. A mother of two and grandmother of two, she brings both personal passion and deep professional experience to her work supporting families and children in her community.
With a background as an ESL educator, community advocate, Community Engagement Specialist with CSU, and coordinator with the Family Leadership Training Institute (FLTI), Aliria has spent her career helping Spanish-speaking and immigrant families access resources, education, and leadership opportunities. She has coordinated parenting programs and early childhood education initiatives, and is certified to deliver the Love and Logic™ curriculum in Spanish.
Aliria is a committed advocate for equitable access to early childhood education and believes that every family, especially those from immigrant and marginalized communities, deserves a strong voice in shaping the policies that affect them. She is passionate about community engagement, civic leadership, and ensuring that diverse families are heard, valued, and empowered to thrive.

Howard Gebhart
Retired Meteorologist & Air Quality Professional
Howard Gebhart is recently retired after a 50 year career as a meteorologist and air quality professional. He has a BS in Professional Meteorology from Saint Louis University and MS in Meteorology from the University of Utah.
As a consultant, Howard was a co-author of the original Fort Collins Air Quality Plan in the 1980s and joined the Fort Collins Air Quality Advisory Board after retiring. Howard's professional expertise includes air quality dispersion modeling, environmental permitting, environmental compliance, and air quality/meteorological monitoring and data analysis.
Part of Howard's consulting practice included public advocacy where he assisted environmental organizations and local citizen groups across the United States. Howard has written public comments on draft air quality permits and proposed environmental regulations, and testified as an Expert Witness at contested case hearings and other legal and administrative hearings.
